It sounds like they are handling things in Afghanistan much the way they have been doing in Iraq: put the insurgents on the US payroll and hope that as long as they are taking US money, they won't shoot as US troops. I guess it helps that Obama is using mostly the same people who were running the Iraq war under Bush to run the war in Afghanistan.
