>What It Means to Be a Libertarian by Charles Murray
Sigh, refutory factoids are always a google away.
>What do you mean by an ideologue in the purest sense?
I wrongly thought that Murray did not ground his attacks on the corporate liberal welfare state in a consistent, principled philosophy, but rather appopriated willy-nilly whatever tools seem appropriate to the task (including ersatz cultural racism/social Darwinism). But as you point out, for the most part libertarians in the American grain are more likely to critique food stamps than Pentagon procurement, so such "ideologues" (probably the wrong term to use in the first place) are far and few between.
