Aren't such small independent proprietors generally the primary source of right-wing nuttery who oppose a great many expansions of public welfare? In the US most small business owners seem to fit this mold and the few I've met in Canada, France, and Czech also fit this mold. I'm definitely not sold on the idea that they must be privately owned or else we "suffocate small style innovation and entrepreneurship"
