Sure SEIU contributed to Blago -- this is a matter of public record. But it was childcare workers -- not the Governor -- who "gave the nod" to SEIU to become their union, via a union election. AFSCME was on the ballot, too. Prior to this, Blago signed an executive order which created the possibility of childcare workers collectively bargaining with the state. But for a decade prior to the union vote, childcare workers had been organizing with SEIU, travelling to Springfield to testify about their working conditions, etc.
The manner in which you've summarized this organizing drive has totally overlooked the agency of childcare workers themselves.
