Apart from the particulars of what needs to be done, control over education has to relinquished to those who understand it the most and have the most at stake: the students, teachers and community at large. The state's legitimate role is simply to provide those listed with what they ask for, it should not exercise any executive or managerial function (Cf von Humboldt's "Limits of State Action" or "Sphere and Duties of Government").
