Both impulses feed off of and reinforce each other, no? Imperialist states are inherently aggressive and their populations are infected by xenophobia and militarism, particularly when they feel threatened. The reactionary Bush administration aggravated these tendencies in the political culture in the wake of 9/11. When it produced foreign policy defeats and instability which exposed US weaknesses rather than strengths, the Bush administration was forced to retreat and was subsequently replaced by an administration with a better understanding of the limits of US power and a defter and more calming political touch at home and abroad.
