Not exactly. They gave air support to the Northern Alliance. The Northern Alliance toppled the Taliban. Then they allowed the ISI to fly the whole Taliban leadership to safety in Pakistan. Then they invaded and set up a puppet government under Karzai even though all the Afghan factions wanted to bring back Zahir Shah!

What was their interest in doing that? There are billions to be made every year from the heroin traffic, and the CIA wanted no competition.
