More than just control but very selective control.
The punishments can range from a few hours of community service and a
small fine to hard prison time.
Drug laws give a lot of latitude so the right persons can be harshly
punished while others are handled with kid gloves.
I know this is true for most of the justice system but drug laws seem
tailor made for the task.
