No, I think the record shows that the child sex panics are driven by over-zealous social wrokers with a peculiarly low opinion of other (especially working class) people. Those for the most part have been the protagonists, aided by christian fundametlaists, and, sad to say, one or two feminists (like Beatrix Campbell) whose hostility to the family outweighed their suspicion of the state.
These protagonists took advantage of some inchoate anxieties about the breakdown of the family and the greater number of men spending more time with children, putting two and two together made up a whole alternative universe of the "toxic family" and abuse passing down from generation to generation.
