It probably was, but the closest thing we have to evidence - or had, when I studied the topic as an undergrad - is a logical process concluding that, given its scope, it *must* have been. The only written records indicating his approval of it were entries in the diaries of Goebbels and Himmler, and those two had a way of making up their own facts as they went along. Given the comparative record-keeping habits of the concerned governments, you'd have a much easier time establishing conclusively that Churchill and Roosevelt were mass murderers.
