I think it's deeply important for a world political leader to raise the issue of Empire and colonialism in 2009.
Colonialism isn't some unfortunate accident which ended in 1776, or 1947. It was a process of violent, tyrannical modernization which enslaved, enserfed, immiserated, and starved to death millions of human beings over centuries. Its essential mechanism -- unfair, unfree exchange, where the rule of that allegedly free market was enforced by B-52s -- was then perpetuated by neoliberalism for another 50 years.
So Chavez shaking hands with the leader of a postcolonial state is fine by me.
