Well, yeah, presuming it's true, that's good news in a way. The US foreign policy apparatus realizes it's beyond broke (financially and otherwise), especially now that it's headlong into upping the ante in Central Asia. No reason to adventurously push Russia toward the East either. Limits to power and pragmatic imperialism wins out, at least on some fronts. This would verify Wallerstein's claims.
