Dennis, there you go again, carelessly throwing around the blanket concept of a "developmental state."
Was not Brazil more of a "developmental state" under the generals in the 1970's than it is under Lula today? The generals tried to build an internationally competitive manufacturing bourgeoisie by partnering with transnational capital and leveraging technology transfer. The (more or less neo-liberal, with some exceptions) PT tries to create favorable export opportunities for its biofuel and soybean producers... using the (more or less neo-liberal, under the guise of "South-South cooperation") G20 as its battering ram... and then spending a small portion of the proceeds on alleviating some of the poverty reproduced by the model itself.
Of course I am simplifying here for polemical effect... (and in part b/c I don't have command of all the facts)... but surely less so than you with this catch-all "developmental state" cheerleading.
