These kinds of deals were used all over the country to refinance public
sector projects, and he mentions Oakland in passing. At a guess is
pretty much now the standard banking practice. 

California is up to its ears in re-finance schemes of who knows what
proportion. 

It's been quiet for a few weeks, but I expect budget sports attendance
and coverage to pick up after 4/15 and run high into summer passed the
deadline (goal posts?) as usual.
