I'd say better rather than safe. But yes. A simple payroll deduction, shared by the employer and employee. About ten pages worth to integrate into the existing system. It would also need an expansion of the Medicaid system with a sliding scale to cover the underemployed and unemployed. And a rewrite of the drug benefit with price controls.
Of course that would wipe out about half the entire health care industry. We could do that, but it would be wrong.
