Because he's in awe of Wall Street. The establishment adopted him, greased his rise, and he has nothing but admiration and gratitude in return. He's not like FDR, who emerged from the aristocracy and didn't mind pissing on them.
That, and the quiescence of the working class and the lack of a USSR, of course.
