There most certainly is. Out of the world's 6.7 billion people, 1 billion live in fully industrialized countries, 1.5 billion in the true periphery, and 4.2 billion in the semi-peripheries.
My own definition: semiperipheries are regions of the world-system where there has been significant urbanization, industrialization, democratization and mediatization, but where the preindustrial, agrarian and colonial-imperial past is still a powerful cultural, economic and social reality.
