This is another way of saying there is an 'Empire' of Capital but no longer any U.S. empire_or_ Chinese Empire or Euro-Empire or ......
No empire 'collapsed,' but simply merged into that world empire of capital -- for which the U.S. is currently acting as global cop. There are areas of greater misery (China being one so far as I know, and Brazil, and India -- though there are alsolarge sectors of the same areas that flourish. (One could say that both the center & the Periphery are everywhere!)
