the history of public schooling in the u.s., including the forces behind the establishment of community colleges, is about socializing the costs of vocational training. industry needed trained workers, didn't want to fit the bill, so a faction of the capitalist class put their energies behind enlarging mandatory public schooling so the entire public could foot the bill.
