"All Power to the Soviets" is actually a pretty bad translation of "Vsya vlast sovetam," and it wouldn't sound so strange if it had been properly translated. I sometimes get the feeling that these translations from Russian were done badly on purpose so as to make them sound exotic. Anyhoo, it should be "all government in the councils."
