Looking more closely at the data reveals that the changes aren't all that
straightforward. Sure, there seems to be improvement in tertiary education
(even though when looked at as a % of full it is not as impressive),
however, in both primary and secondary education the numbers show basically
stagnation or slight decreases in enrollment as a % of the total for most
countries. This just means that the societies are becoming more stratified
as no more are educated at a secondary education level, but those that do
are increasingly getting higher degrees.
Take the Eastern European countries: of the 16 that they have data on only
one (Croatia) had an increase in % enrolled in secondary education (from
49-50%), while six showed decreases. And the overall percent for the region
declined from 49-48 %. Compared to tertiary education where 12 saw
improvements in % enrolled, and only one (Bulgaria) saw a decline (59-54%).
And the overall for the region increased from 53-55%.
