Are you looking at the net enrollment figures in Table 5 of the annex? I think that's some sort of cohort figure, not directly comparable to actual enrollment, i.e. some sort of statistical check on the data. But the number of children outside of school dropped from 105 million in 1999 to 72 million in 2007, primary enrollment is up around the world, secondary schooling is up, etc.
