The reason why a Democratic president wouldn't do that is that such a move would upset the corporate backers of the Democratic Party. Furthermore, if a Democratic president did such a thing, then there would be no guarantee that the masses once mobilized ,would not demobilize once the president had accomplished what he had set out to do. That too would upset the corporate backers of the Democratic Party very much.

Why couldn't a president use his access to the media to call supporters into the streets and apply pressure against his foes? The real question is why Republican presidents got major bills passed and never needed 60 votes? The Dems are spineless cowards who deserve to lose.   peace,
