Victor, you realize this argument is pitched somewhere between Alice in Wonderland and the Bantustans, right? The Gazans control nothing of vital interest to their existence. Israel controls it all. That's what the blockade means. If your argument is that sovereignty is a function of control, administrative or otherwise, then Gaza doesn't have it and Israel does.
I should also point out that even if they had administrative control, that is not equivalent to sovereignty. Every state and town in the US has administrative control. None are sovereign.
