Oh yeah sure. I meant to imply that the content of internet use was heavily monitored by the government (as heavily as it can be monitored with a population that size -- but then a large population also means a lot of potential monitors!), not that it doesn't exist. The meaning of "flourishing" is vague (did the USSR have a flourishing literary scene? Depends what you mean.).
