This is all a slick political move.  The whole drilling scheme even when
fully actualized in the 2030s will provide enough petroleum for about 2
weeks worth of consumption... by then if we are still consuming fossil fuels
at our current rates we might as well give up on the planet and enjoy the
End Times (cue heckle from Andrew Cockburn).
