Technically, the bosses on Broad St. are Americans, and they do want to see the first steps of SS privatization being taken during the lame duck session. They've released the chairmans' marks, to riotous laughter, so all they have to do is tone it down a little, maybe cancel closing all the schools at the army forts. Voila! Constructive engagement accomplished.
