Max Sawicky wrote something like this here years ago.  One thing he 
said has stuck with me but I couldn't find it in the archives.

He said a difference between a household budget and a federal budget 
is that with a fed budget the kids never leave home.  Which I took to 
mean there's an income stream that never stops.
