This is on by default for everyone, and I don't think it's a very common feature to turn off. Mailman does in fact send a copy of messages that Chuck posts back to Chuck. It's Google (in SA's case, or Yahoo in Chuck's case) that then decides to toss it. I don't know why they don't have a knob for that, but then there you go.
