Shamir violated one of the very narrow conditions used by Neumann for defining antisemitism--the blood libel.
Neumann:
"Undoubtedly there is genuine antisemitism in the Arab world: the distribution of the Protocols of the Elders of Zion, the myths about stealing the blood of gentile babies."
The latter being the blood libel--the use of blood from non-Jewish children to make matzas or in other ritual uses.
