Ezra explains: they think this provides the maximum feeling of Something Being Done To Fix the Deficit with the Minimum Pain. He lays out why they think that in detail. He disagrees. You disagree more. But I don't see the mystery of what they think. They think Something Being Done is a big vote winner. And that while everything that meets heading will also lose votes by cutting programs, this will lose the least.
Stupid, yes. But mystery? I still don't see one.
