Cox: But that official function of grand juries has nothing whatever to do with their real power. They can used as a powerful weapon of repression without ever filing any charges. That is how they have been used for 50 years at least.

If your life is ruined, your political organization drained of funds, by endless hassling and endless threats of perjury and/or contempt of court, what difference does it make whether you ever stand trial or are even accused of any violation. And this is not a mere possibility. It has happened and is happening.
