Transportation of ag labor is the only value to a new system. It could operate from north to south border of the western us, delivering migratory labor to contracted clients. The system could maintain accounting for the labor, from the time it entered the border, under contract to named clients, until they exited. It would mean that labor could enter the country and leave again, without being 'illegal'.

It seems to me that these factors could be an argument for a system larger than the LA to SF proposal, with a higher value than your business traveller or middle-high tourist.
