There was no "old Havana mob." There was the US mafia which ran the Havana operation. The mafia ("Jack Ruby"'s bosses) was closely tied to US Intelligence Services (does the name Lucky Luciano mean anything to you?), effectively protected for generations by J. Edgar Hoover, and then being seriously threatened by the Kennedys.
