Oh. OK. I understand now. Thanks for the nudge.

I wasn't thinking of CDFI as the one getting the loan; I was thinking of their clients. CDFI gets extra capital to lend from Starbucks and Starbucks customers, and a small business owner out there gets a loan. CDFI gets any interest on the loan and the Starbucks customers get moral satisfaction.

Is there oversight that CDFIs are actually going to loan the money? Some of them are for profit & might speculate...
