I believe this is a highly nuanced statement. You may have even taken it too strongly in one direction. The constraints are not all in one direction, but they are significant. Julio perhaps focusses on the constraints that the incoming administration felt at the time; but they give as much as they get. Each of the branches, and perhaps even within the legislative branch between major parties, have their own constraints, their own pressure points.
It seems unlikely that you could point out this pressure at any given point in time and engender sympathy for the losing side.
