[WS:] I dunno, but it sounds like a call for austerity measures in disguise. I see nothing wrong in spending money on prevention, it is small fraction of what is being spent on prisons i.e. "treatment." Many of these prevention programs do not indeed "treat" mental or emotional disorders, they just improve the quality of life of people who suffer from these disorders, in a large part because their lives lacked decent quality to being with. So I see nothing wrong in programs trying to improve it. I'd rather see tax dollar spent on yoga or horseback riding classes than on prisons or the military.
