This is the "we, the spiteful" effect described by Mark Ames here http://exiledonline.com/we-the-spiteful/

I think it goes quite far in explaining much of political behavior in the US. A great deal of voters do not hold a political ideology, conservative or otherwise. They do not even know what political ideology is. All they look for is scapegoats they can safely kick to vent their frustrations with their lives in this land of milk and honey. And they vote for Republicans, because Republicans are much better than any other party in providing them with such safe scapegoats - from liberal elites, to tree huggers, to homosexuals, to the poor, to ethnic minorities and to immigrants. This is all that is to it. No political opinions, no rational thought in any true sense, just the Orwellian minute of hate - knee-jerk spitefulness and vicarious attacks on safe targets supplied by the Republican propaganda machine .
