His notion that poor city kids could cross borders and enter suburban schools is fanciful. Suburbanites will defend their borders with AK-47s before that would happen.

I'd say that depends on the ratio. Suburbanites can be magnanimous if it doesn't affect them. So, perhaps a handful of highly motivated poor kids would be acceptable.
