PS.  In cities like Baltimore, public schools used to be a part of the
Democrat party machine - they served as token rewards for Black
supporters who, for racist reasons, were not rewarded with positions
with real power and access to money.  If a white activist mobilized
enough voters, after the election he would be rewarded with a position
in the City Hall.  A Black activist, however, would get a position in
public school administration.   Although the machine does not work
like that anymore, it established a certain path between the Democrat
party and public education bureaucracy (not to be confused with
teachers!).
