The high costs are a way of raising public funds -- taxing without
voting for taxes.  As I suggested earlier, speed traps have long been
a way of extorting money.   But speeding tickets and parking tickets
become more expensive.

It would be interesting if someone could show fans of tax cuts how
they pay fees and fines as a consequence of their tax cuts.
