Shane M: "Actually, it's both:"

[WS:] I beg to differ. Fee for service obtains only when one can legally perform that service in consideration of receiving some value.

One cannot legally perform government services to private parties while in government office, and when one does one takes a bribe, plain and simple.

The reason why political bribery is not called as such in the US but rather referred to by the euphemism "political contribution" does not change the corrupt and criminal nature of the act itself. By the same token, calling civilian deaths in an undeclared war "collateral damage" does not change the fact that these are war crimes.
