St. Louis and Kansas City do not have local control of their police departments dating back to the Civil War when Confederates dominating the bulk of the state were concerned that the more abolitionist urban areas would seize the armories for the Union. Important decisions preceding the Dred Scott SCOTUS case took place at the old federal--state courthouse, where earlier slaves had been sold, in front of the Gateway Arch.
