Eisenhower, incidentally, made conscious use of the illusion of so many liberal intellectuals that there was a link between intelligence and correct opinion. Once when there was some fear that an announcement being made would provoke opposition, Eisenhower told his press secretary (paraphrase from memory): Go ahead and issue it; if people object I'll just dumb it up.
Jordan is not quite correct. There was a good deal of fuss about Eisenhower's stupid Press Conference language. A columnist named "Doris Fleeson" (?) wrote a parody of the Gettysburg Address in "Eisenhowerese."
