It is code. DeBlasio is the new mayor of NYC and Broken Windows (BW) guy is 
his appointed chief of police. BW is from Los Angeles where they seem to be 
able to work public relations better to cover up police crimes and pretend 
they are working for the greater good, etc.

There is so much bullshit in the US these days it has reached surreal 
proporitions of unreality. So, it must seem like total bonkers to the 
outside world. Well, in any case, it feels like total bonkers on the inside 
too.
