Yes. And as Gar indicated in his initial post, it makes no sense at all to
discuss "consensus" in the abstract. It only means whatever it means in any
given situation, and you can neither generalize from nor abstract from that
unending list of contingent occurrences. "Consensus" as an abstract noun has
no content.
