If the Greek government had not knuckled under to the Troika, they would have been effectively expelled from the Eurozone. The European Central Bank would have stopped supplying Greek banks with euros (as they had already done once to create economic panic and break people's resistance), leaving the government to print scrip (IOUs) with which to pay its employees and its bills. This would mean being effectively out of the Eurozone. The only purpose of planning would have been to cope with this situation, and prepare a transition to the drachma. The euro is a bludgeon in the hands of the Eurocrats, not merely a means of exchange.
