I have seen it attributed to Nixon and also to...Milton Friedman.  Nell
quotes it in his PROSPERITY AND PUBLIC SPENDING.  I forget which one he
atributes it to.

Herb Stein also wrote "We are all functional financers now," even more
bizarre.  (crudely, ff means we don't care about the deficit or debt, they
don't cause problems and are necessary fiscal tools that are just
accounting).
