I finally realized that the WSJ article was based on chapter 3 ("Benefits of a Strong Labor Market) of the 1999 edition of the "Economic Report of the President" and the accompanying "Annual Report of the Council of Economic Advisers." Actually, the report brags about how the employment and wage gains have helped reduce crime.

Unlike the article, the Report does the comparason, e.g., Chart 3-5 on p. 108 shows the figures for men of various racial and ethnic categorizations and the following chart shows the numbers for women.
