It's not easy for everyone to double-click on a link and get a website. So I tend to forward the full text of stuff that's short (roughly 8k or less), or if longer, important. Also, a lot of periodical links don't last, especially daily papers, so if people are a bit behind, or if they're cruising through the archives then the link might not work.
As for quoting other posts, it'd be nice for all concerned if people could only quote relevant portions, instead of doing the entirety.
